Dear Sir,
I wish to bring to the notice of Honorable Commission TNERC the following points to be considered while fixing up TARIFF for Hospitals and Nursing Homes. Health care is a fundamental right of all citizens of India.
- Small and medium Hospitals with 5beds to 30 beds care for 60-70% of the public of Tamil Nadu.
- Private participation in Govt. Health care delivery like chief minister comprehensive Health Insurance Scheme, etc, are more and we expect help from the Government by way of subsidized rates for health care providers and there should not be disparity between Government and Private Sector.
- Health care providers are Service Sectors and shall not be considered as commercial.
- When Industries and Power looms where they manufacture and sell products can have concession why not Health Care providers who exert their professional skill in treating the Citizens for whom health care is a fundamental right and we are not PROFIT MAKING ORGANISATIONS.
- In 2002, TNERC had agreed in principle that doctors cannot be considered as commercial consumers.
- Supreme Court judgement in 2005, in a casefiled by MadhyaPradesh Elec Board, has stated clearly that HealthCare providers should not be treated as commercial entities please implement this in TN immediately.and Domestic tariff charges should be applied to hospitals
- As health care providers, we are responsible for the health of citizen and is our responsibility to have uninterrupted power supply in our Nursing Homes and we have to spend more during power cuts on Generators.
We pray the Honorable Commission to consider Health care Institution as “Domestic” and not “COMMERCIAL”
