CONSTITUTION FOR NHB AS ON DATE

THE ORIGIN

The NHB was born in the year 1987 on 1st April. Necessitated at the time by the three fold increase in the Nursing Home Municipal Taxation. Executive Committee Members of IMA who came to Madras and successfully defended the increasing taxation. We found that the Government withdrew the increase in taxation our representation we thought these problems will recur and IMA should have an exclusive body to represent Nursing Home.

The NHB was born. This was formed at Chennai itself at a meeting in our house with the state Executive Committee members. Dr. V. Varadarajan was the State President and Dr. V.N. Rajasekaran, State Secretary, Dr. K. Janakiraman the outgoing State Secretary offered to be the first Secretary of the NHB. The formation was subsequently ratified by the State Council at Tuticorin in May 1987.

NHB MEETINGS WITH STATE COUNCIL 1 - 58

From that time onwards separate time was allotted in the State Council for discussion of NHB problems. There was a through discussion in this State Council regarding NHB matters. We held 1 to 58 meetings along with the State Council. Some times the discussions took most of the time of State Council. The local NHB members who are not members of the State Council could not take part in the discussion. Similarly some State Council Members who do not owe Nursing Homes are burdened to listen to NHB problems. Considering the enormous time the NHB took in the State Council and for the above reason Dr. M.S. Ashraf then President suggested that we hold separate meetings of NHB in which President, Secretary and Treasurer of State IMA will attend.

SEPARATE NHB MEETINGS 59 – 80 TILL DATE

The 59th meeting was held on 16.02.09 Saturday evening at Trichy. When the State Council was held on 16.03.2002 Sunday. This was the first separate meeting from State Council. This was arranged by Dr. R. Gunasekaran.

Region wise CME meeting once in three months with whole day CME and General Body. We have conducted so far 80 meetings of the NHB. Executive Regional NHB meetings have become a rule and so far we have held meetings without single break.

The Next 60th meeting was held at Madras on Sunday 28.04.02 organised by Dr. T.N. Ravishankar this was a whole day meeting allotted to the improvement of the NHB teaching. The local officials also attend the meeting. This created a very good understanding between the Officials and the Nursing Homes. This received wide spread appreciatation. The whole day meetings were held exclusively for NHB CME region wise by rotation and every NHB member has got an opportunity to attend the meetings. We are conducting.

THE ORIGIN OF SEPARATE WING IMA NHB

Starting from the beginning we were having problems in Labour laws, PF, Construction, Taxation etc, all required separate discussions and dealing with the Government Officials and the Public. This necessitate formation of separate self financing, self supporting autonomous wing under IMA like that of PPLSSS, FSS, HPS & FPS. The introduction of CPA and Clinical Establishment Act and PCB Act and prenatal diagnostic Act Organ Transplant Acts all these need special study by Nursing Homes. You have to understand all members of IMA are not members of NHB and NHB problems have to be exclusively tackled by trained NHB members and Office bearers at various forums.

With increasing demand and the varying functions the structure has to be modified and the function has to be defined. We needed a separate NHB wing.

NHB CONSTITUTION APPROVES IMA NHB

The Core Committee formed with Dr. R. Nanjundarao, Dr. N.S. Chandrabose and Dr. Varadarajan to form the guidelines for IMA Constitution. Also recommended autonomuous status for PPLSSS, NHB and Imaigal.

NHB {EXTRACT FROM TNSB CONSTITUTION}
           
The NHB members pay their own subscription to become members of NHB. They have a right to expresses and selected their own Office Bearers.  Only members of IMA can become member of NHB but only NHB members can be office bearers and they alone can form their own rules and regulation. IMA State office will be adequately represented in the Management Committee.

NHB will not have any claim over the assets of TNSB or responsible for any of the liabilities of the TNSB. Similarly TNSB will not have any claim over the assets or responsibilities over the liabilities of the NHB. Both are financially independent units.

DISTRICT COORDINATORS NHB

Each District will elect one District coordinator for every two hundred NHB members in the District. For every additional two hundred is part three of one more will be selected. They will have a term of office of three years. They will be responsible for the co ordination of the Nursing home with in their Districts. They will have a three year term.

The Executive Committee will consist of All the District Coordinators members of the Editorial Board, the advisory board and the Ex – officio IMA State office bearers in addition to Chairman, Secretary & Editor.


The strict control and administration seven leaders by designation from IMA, Past Chairman and Secretaries of NHB for advise. District coordinators for effective work and coordination soon we will call for the election to the District coordinators with your permission we will proceed now and come back with better experience aster the election of District coordinators with suggestions for further improvement.


This was approved in General Body Meeting at Gnanam Hotel on 24.07.2005.


FURTHER ACTION ELECTION OF DISTRICT COORDINATORS


We elected the District coordinators. All districts have one District Co- ordinator Chennai District has nearly 400 Nursing Homes has two District Co – ordinators.


STRUCTURE AND FUNCTION OF NHB


The NHB was born in the year 1987 on April 1st necessitated at the time by the three old increase in the Nursing Home Municipal Taxation from that time onwards. Every Problem has strengthened the membership increased awareness of the doctors and greater interaction between the Nursing Home, Government and Officials. With increasing demand and the varying functions the structure has to be modified and the function has to be defined. So you will find an evaluation structure of NHB to functional needs for effective achievement.


1. Membership OM 1987 we had around 435 members as ordinary members. From them about 195 members till today continue as ordinary members.


2. Membership JM we started the NHB Journal in 01.01.1991 from that time onwards we are joining only Journal members. The OM has been discontinued. The OM members have been asked to convert themselves to JM. While 230 OM members joined as NHB JM still 195 OM members continued as such.


3. Revalidation of Membership – The NHB membership is valued by insurance, local authorities, bio – medical waste management and many such agencies so it is necessary that we periodically review our membership renew them record the facilities register our nursing home give a proper registration number and also help them to get accreditation facilities. So we have started 1st revalidation with effect from 01.01.07. The present JM membership is valid for five years only. Then they have to re –register the same number. The validity period is also mention so that the certificate as a greater credibility.


4. Registration of Nursing Homes – The NHB office is preparing detailed form which has to be filled by the members before getting a proper registration. This will be a permanent record with periodical update so that the details can be supplied to the authorities, Government Insurance Agencies and other such facilities.


The NHB Secretary and the General convener are working on the details, Soon complete details will be made available in both the offices.


Accreditation to the Hospitals – with medical tourism and advances in treatment hospitals may like to get accreditation we propose to give IMA NHB Accreditation as well as help you to get ISO and other certificates.


To serve you we need more people. The Journal is the life line of the association and is being maintained well by the Editor.


The Central office is necessary in view of the increasing number we are nearly 2200 somebody wants some details everyday including the Government. The details should be accurate. The Central office is doing its best.


The Secretary’s office receives the membership details send them to Central Office gets some verified. The Secretary also plans the future course of action and directs suitable steps to be taken. Quarterly regional meetings are arranged to educate to NHB members by him. This serves as a bridge between officials and Nursing Homes.


The Chairman has the head is concerned with the overall functioning. And coordinates with the Government Officials and the NHB.


We have identified Past presidents with special interest and capacity in some fields and requested to them to be our conveners in the chosen field.


The District co – ordinators are directed from their districts. They attend the quarterly meeting of the Executive committee and discussed the problems. The management committee is always there to advice us.


The President IMA, Secretary IMA, the Treasurer always take part in the quarterly meetings and guide us. When we are solving one problem, the other problem creaps up.


As on date we have problems of clinical establishment act, service tax attack on hospitals, insurance for hospital. These are only some of the problems. We hope to overcome one by one with our united effort. Ultimately we have to remember that the good will we gain from the public by serving them ethically will be our greatest support.
